the 1st March, 1937:-
"If it is proposed that the new scales are
"to be applied to Officers now in the Service,
"the Council will welcome the appointment of "a Commission to consider the proposed changes
"of salaries, so that the cases of Officers
"may be fully considered. "
Whatever the reply given by you to this despatch I
see no reason for the appointment of a Commission,
but the Civil Servants affected will of course be
afforded the opportunity of setting out any arguments
or representations that they may desire to submit
for your consideration either individually or through
their "Council". Owing, however, to my ignorance
of what was done on the introduction of the new
African Scales I have not thought it necessary or
advisable at this juncture to invite such arguments
or representations, or to apprise the "Council" of
my own views.
